On the map on GTA episodes from liberty it has on the top "LIBERTY CITY UNDERGROUND" what does it mean?

It was Rockstars take on adding the new icons to the map. Instead of calling it "new places to go in TLAD and TBOGT" they called it Liberty City Underground; short and sweet.
